Responsibilities include oversight of Right of Way (ROW) Management, ROW Acquisition, and Utility Coordination. Other responsibilities include creating ROW policy and procedure manuals, performing plan review services, establishing document management and control programs, processing permits and agreements, easement preparation and interpretation, performing construction observation, providing inter-governmental liaison assistance, and performing ROW program assessment.
Mr. Clark's distinguished career in public service and the private utilities sectors brings over 30 years of ROW experience to CE Prime. With a strong background in engineering and land survey, Mr. Clark offers a wealth of technical and practical experience to CE Prime in the areas ROW and encroachment resolutions. Mr. Clark's expertise includes ROW policy and procedure manuals, document management and control programs, easement interpretation and preparation, construction observation, inter-governmental liaison assistance, and ROW program assessment.
